Good question, and depends on how you define full ROM. I define it as how Guinness World Records defines it, which is arms need to be straight on the descent, chin needs to raise above bar on ascent (even if tilting head back), no breaking at waist, no kipping, and very little, if any, leg bend. This would exclude chest to bar, which is a fuller ROM, and it would also exclude locking out lats. I just look to lock out arms, not necessarily lats. Some people might do half or 3/4 reps to work on weak points, but those won't count in any real competition.

But all of these should be weight adjusted. Someone who weighs 200 lbs that does 35 pull ups is stronger on a weight adjusted basis than someone 115 lbs doing 40 pull ups, though both are of course impressive.
Could you do something similar for pull ups for time benchmarks?

I did a session last week, getting real close now. 30s away.

Since my pants were baggy here it looked like my knees touch the ground, but they did not, only my chest and chin touched, you can tell better in this push up video where I wear form fitting sweat pants:
