Assuming no air resistance and a flat Earth, they both land at the same time.
Assuming a perfectly spherical Earth and no air resistance, the fired cannonball will land fractionally later, due to having traveled far enough horizontally before landing that the Earth's surface has curved away from it. Fire it fast enough and it goes into orbit and never lands.

The horizontal speed is irrelevant to the perpendicular force of gravity.
But in real life, it's waaaay more complicated. And other factors come into play

F=ma is true, but acceleration in the x-direction will not affect acceleration in the y-direction. For both cannonballs, the only force acting in the y-direction is gravity. They will have the same acceleration in the y-direction, and will land at the same time (excluding the difference in distance dropped due to the curvature of the earth).

Fire a cannon horizontally, and there is a horizontal force from the cannon. The only vertical force is gravity.
Drop it and the only force is gravity.
So for vertical component, only gravity is acting and so will hit the ground at the same time.

As the cannon is fired horizontally at the same height as the other cannonball is dropped, they will reach the ground at the same time due to the gravity forces in the vertical plane. That is the vertical velocity will be the same for both cannon balls even though the projected cannonball has a higher horizontal velocity, which will result in a different horizontal displacement only.

gravity will pull them both down at the same rate, the only difference is the fired cannon ball will touch down at a greater distance away. Thats all.
But thats according to a flat earth theory, If the earth in fact is round, then the dropped ball will touch down first. Where the curvature of the earth will cause the fired ball to touch down slightly after.
