My old boss was robbed and raped at gunpoint by home invaders. She's scarred for life but now owns multiple guns and wouldn't hesitate to shoot if necessary.

Think about how many cops are ever in that type of situation even one time, let alone multiple times, let alone enough times that you'd feel comfortable.
The answer there is basically none, 99.999% of people in that situation are gonna have so much adrenaline pumping in that moment they're gonna be thinking "kill or be killed".
Personally if I were a police officer I'd look at it like this- I'm gonna kill you before I let you fire off a shot.
You can check my post history in these type of threads, I'm not some 'murica' police sympathizer from around here.
My rational is this- I'll be damned if you're gonna infringe on my quality of life because I was doing my job.
If you let him get off even that one shot obviously there's the chance it kills you, but aside from that say it hits you in the spine and your paralyzed, or in the leg and you walk with a limp for the rest of your life, etc.
Would you want the quality of your life ruined because you decided to "play it safe"?
That's a "no" from me, not trying to risk dying or being ****ed up/invalid for the rest of my life, to spare a criminal.
If in the process of incapacitating you (in the name of preserving my health) I end up killing you, so be it.
At the end of the day the cops aren't being called to scene because you were helping an old lady with her groceries, they're responding to crime and for the sake of their safety they have to assume that person/people aren't concerned with the constraints of right vs. wrong.
