There's no preparation necessary, just needs to be in it's packaging to be safe.

My wife and I had our honeymoon in Peru, and it's a relatively poor country so they can't afford unemployment benefits and the like - but anyone can get a burner, a pot and some corn, set themselves up on a corner and sell boiled corn on the cob. It occurred to us:

In Australia, government helps but it doesn't get out of the way. Peru's not got the money to pay people to do nothing; their government can't help, so it gets out of the way.
Honestly, either one works. If government requires endless permits and sht but just throws money at you, that works. If government won't give you a cent but lets you do whatever you like so long as it doesn't directly hurt someone else, that works, too. Whatdoesn'twork is when government will neither help nor get out of the way.
So, for this kid:
Permits required PLUS free school clothes ---> that works
No permits PLUS no free school clothes ---> that works
BUT
Permits required PLUS no free school clothes ---> STUPID
You can say that government must look after the welfare of society and so permits and health inspections are required, but then, since you care about the welfare of society, a kid needs clothes for school, so pay up; OR you can say that people have to take care of themselves, and so there's no free clothes for school, but you have no permits and inspections, either.
But you can't claim to be all caring about the welfare of society so OMG inspections because what about safe food handling and all that?! and then when a kid has no clothes for school say, "fck him." That doesn't work.
Either be a nanny state or be all libertarian about things. Either works, but it's one or the other, make up your mind.
In other words: America. LOL.
