Does all philosophy have to be useless? No. Is there a ton of bs and babble in the verbose pontifications of philosophers over the course of recorded history? Yes. Yeah, has to be said, the eastern philosophies are the ones that really hit at the heart of it.
Western philosophies tend to be aimed at things that apply to living a good life, but are very surface level.

Although the Author is quick to point out that he isn't talking about Western vs Eastern Philosophy, but is identifying 2 different philosophical paradigms that have manifested most prominently in Western cultures and philosophy, and in East Asian cultures and philosophies.
He classifies philosophical paradigms into 2 categories... OneIntegritybased and the otherIntimacybased.
I saw that Eastern philosophy (Intimacy based) is heavily focused on praxis, the experiential, and systems thinking, whereas Western Philosophy is heavily focused on analysis, classification, and reductionism.
Edit: I later read The Geography Of Thought By Richard Nisbett, which gave evidence via cross-cultural psychology experiments, of what Thomas was saying. That book is another favourite of mine.

To address the specific thing you are discussing, it sounds like you use "fact" to mean "empirically true proposition about the world." I dispute that the totality of facts determines the world. In fact, conventional quantum theory implies to us that the world is not deterministic fundamentally. Each item is also not independent of all other items. Entangled particles do not have independent spin measurements.
What you said is coming from ancient thinking, as is the case for much of philosophy.

Eastern philosophy is far too passive and imbalanced towards the feminine for me, but that doesn't mean what I know is "better," it's just a different means of existence and thinking, in the same way I wouldn't want to live in a Spartan or Chechen society due to their rigidity towards creativity despite their extremely masculine virues that they push, I wouldn't want to live in a passive feminized society either because ironically, extreme masculinity and extreme feminity both don't really foster penultimate civilizations. That said, if people are happy, God bless em, personally due to having more Greco Roman idealism (genetically and philosophically), there is no way I can get behind them entirely.
That said, there are wonderful lessons we can take away from Eastern philosophy that greatly help our lives, just like ones we can take away from Sparta or Chechnya and Dagestan.

Greatest philosopher is in the MIRROR and competency is dependent on your TESTOSTERONE LEVELS.
If you have enough self esteem and strong enough level of test then philosophy seems like a *******'s romanticizing past time about the world and creating distorted realities that do not exist. This is because *******s have high levels of estrogen and low test, this is especially the case as dudes get into their old age.
Source: Myself with high estrogen levels read all the philosophy books before hitting puberty. Then again became daunted with philosophy when estrogen levels rose tremendously from medical issue. When estrogen was later controlled, philosophy became a *******'s romanticizing past time.
