Oh and for people who are wondering how the CDC defines "a period of time" they don't. But this is a quote from that same page.

There is a big difference between the CDC changing their testing guidelines to allow for tests to be administered with doctors order vs having enough tests around for every doctor order.
Most states have enough materials (look up have PCR assays are done, you have blanks, controls, and standards all requiring different media to perform and validate the tests results), for 400-700 people right now.
That said, there are states with only enough equipment (the systems used to run the tests) in their state labs to run 10-15 a day. NYS is currently at capacity for their state labs, but they can’t use private labs bc that’s against current CDC guidelines.
They said she's gone too far this time

But I think its important to look at the big picture. Right now CDC is only recommending these actions for this section of the populous, but the CDC recommendation isn't the only data point. All of Italy was just locked down, China has been all sorts of jacked up for weeks now, and its becoming apparent that a good portion of the US population is totally apathetic to this threat and probably still not washing their hands after taking a dump. So does it make sense to wait for the CDC to say "EVERYBODY LISTEN UP, NOW is the time to go buy some food and supplies?" To run out with everyone else and queue up and rub elbows to fight over that last bag of rice or that last pack of TP? Personally I'd rather be prepared and not be a part of that panic.

EDIT:
As far as I can tell, the "low risk population" is not just roses and sunshine. There are certainly reports of some people having very mild SYMPTOMS, but from what I've read, the definition of "Mild" in a clinical sense is more like "did not require hospitalization". You are not irrational for wanting to avoid an illness that is potentially a couple weeks or more of flu like symptoms, even if death is unlikely.

It's over 400 and they're experiencing a ~5% death rate. 5 out of every 100 people infected = dead. That's absolutely insane and if they can't put a stop to the spread one way or another, they're going to be in for an extremely bad situation - as if it isn't already bad enough.
Literally locking down the whole damn area is basically he only thing that finally stopped Chinese numbers from STILL going up at a scary rate.

Also, if course if I get it I will stay home. Won’t knowingly infect others.
But If I don’t get it, I vehemently disagree that I should be told to stay gone or go under lockdown.
Any person that believes is freedom should as well. An able bodied Italian not being allowed to travel is a travesty of the highest degree.
