In a nutshell: yes people are more desperate but also more single mother households are more susceptible to burglary/robbery and lack of parental guidance allows kids to seek guidance from others. If he said that in my social circle where I live, he'd be dropped in an instant and shunned. But your social group enables and polices certain behavior and his group growing up doesn't care as much.
The "culture" A-GAME is talking about isn't specific to blacks or hispanics, but those areas. Where crime is far more widespread and acceptable and children are brought up in broken households...or gangs directly involved in criminality. I'm sure you've seen little kids being taught how to stack gang signs or wear bandanas. That's the toxic culture that secures their fate.
