7-11 has a franchise model. Foreign owners usually have their relatives serving as clerks (who have a share in the business as well). We don’t know know many of the facts here, so we don’t know if that is undeniably the case in this circumstance, but it seems likely, given all the circumstantial facts.
These places have to deal with incessant petty theft, it compounds overtime and cuts into their (already slim) margins (especially when there is jack **** enforcement against theft from our police, providing no deterrence to this type of behavior, which effectively encourages more of it).
Was it a smart move in hindsight? Clearly not. But if he had a vested interest in this store, it is a completely understandable, evolutionarily-embedded human reaction to feel angry and want to defend your property/set an example by chasing down a thief.

That would imply the clerk ran after they guy and immediately shot/stabbed him, without even giving the perp a chance to give the stuff back.
I bet the clerk chased after him and then demanded his property back, then the perp got aggressive. I don't know what the laws are, but someone has the moral right to chase after a thief and demand property back. If the criminal gets aggressive, then thats self defense boyo

Perhaps the first offence should be a really light punishment, and then quickly increases with repeat offences. Read about the guy who got a life sentence in prison for stealing a pair of hedge clippers. It was his tenth felony so a "habitual offender" rule kicked in.

As someone who worked way too long in retail the emphasis is usually on prevention, not apprehension. Stopping and detaining someone opens a store up to a lot of potential hassle that is generally more trouble than it is worth.
Sure you can detain someone for a petty theft, but the legal costs are likely to be way more that the value of the item that was stolen. The cases where a loss prevention team will decide it is worth it usually involve a shoplifter that makes multiple hits, or a professional ring of some kind. And then they will probably build a case with camera footage.
