If you think the recommendations of our medical community are politically motivated, that's insane unless you consider trying to promote the public health of American citizens a political goal. If you think it is unfair that a large company like Walmart gets to sell other things in addition to their food and necessaries, you can feel free to write your congressman and get legislation passed. However, I will point out that this is irrational behavior. It doesn't make sense to further damage the economy in the interest of "fairness" rather than let the large firm that handles food and most other necessaries also continue selling whatever it is they are going to sell. As to WHY they do it, the answer is that Walmart is a business trying to sell things. Why they are allowed to do it is that nobody has passed legislation preventing them from doing it because it doesn't make economic sense as I explained.
