But of course, that gentleman definitely has resistance training to prevent the body from shaving off bone density and muscle mass for maximum efficiency if the only thing you did was cycle and nothing else. Research articles published on the NIH explain that cyclists have thinned femurs because the body is great at adapting. Unless you go pro for marathon cycling, definitely want to stay well rounded and cross train.
If you weight lift, there's probably no difference between cycling and running from a cardiovascular health standpoint. If you didn't weightlift, running would probably be better to keep lower body strength, however that's quite silly because runners who don't cross train (body weight resistance training or weight lifting) are prone to injury.
All of that aside, running makes me get arunners highmore so than cycling.

Honestly cycling contributed to leg gains for me until I incorporated running. You will notice in triathlon that great runners are usually not good cyclists. And great cyclists are usually not great runners. There are some cross overs, which has to do with your VO2 max. Aka Kristian Blummenfelt is 5' 8" and 170 and can run a 13:40 5k, faster than 135 lb twinks. He can also ride with the best. Lionel Sanders is insane on the bike and the run and its not uncommon to see him post fastest run and bike splits in a half ironman. He is about 5' 10" and 160.
Cycling will make your legs juicy if you eat in a surplus and maybe weight train just once a week.
Running, I am not so sure. Short distance intervals will make your legs juicy if you eat in a surplus, but distance running... its questionable. It's all about how many calories you burn vs consume.
