Deaths are 85% less than the peak because it's october, it's only the beginning of the flu season. This virus follows the same rules as every other respiratory viruses. Somewhere between january and march mortality rates will peak again, whether it be from "sars-cov-2" or another virus.
If they are cognizant enough to refuse the vaccine I'm sure they're much more likely to be healthy enough to survive in the first place. There are also plenty of people in the vulnerable population that are simply too fragile to take this vaccine, it's not necessarily because they are refusing to take it.
