As much as I dislike Putin, it would be like China teaming up with Mexico and installing all their weaponry there. The USA would not allow it, and understandably so.

It means NATO countries (especially the US) can keep nuclear power in Ukraine territory (thats whats already happening).
So Russia doesn't feel "safe enough" with NATO nuclear power weapons so close to their border (because it can reach Moscow in minutes), but the US is not removing/moving it back ... thats the problem. US keeps pushing it closer and closer to the border.

Ukraine - and Belarus and Kazakhstan - signed an agreement in 1994 and gave up their nukes in exchange from a promise from the Russians that they would respect their territorial sovereignty.
Then NATO and Russia signed a deal in 1997, the gist of it was that Ukraine stays a neutral buffer state and the US would not build up military capabilities in the area, so everyone stays in their own backyard. Over the years many countries surrounding Russia - and formerly under Soviet influence - joined NATO so they became quite boxed in.
Then the 2014 Ukrainian-Russian war started by the Russians obviously threw a wrench in all of this, especially after they annexed Crimea after a "curious" referendum and whatnot.
Thing is, US has been building up said military capabilities in the area, among others they have installed Aegis missile defense systems in Romania and Poland with the original pretense that they would provide defense from a possible missile attack from the SE/Iran. Also rotating in thousands of troops and shipping a boatload of military equipment.
Russia became quite pissed at the whole "defensive missile sites" and whatnot, stating that it's bs and that they could possibly use Tomahawks or whatnots to reach key Russian cities in minutes, including Moscow. Well they're not completely wrong about this.
Thing is, that Russia absolutely needs/wants Ukraine to stay as a neutral buffer state between them and the rest of Europe - not to mention the pipelines, farm areas etc. - and they feel threatened by NATO/US slowly surrounding and encroaching them step by step.
