OP,

He was a Guy who appeared on the forum randomly asking about his looks. He was ridiculed for being unable to snap out of obsession with his own appearance or asking to be rated. Eventually people started parodying him, one of which has taken the form of lots of people using him as a profile picture for the lulz. There's at least one parody account imitating him at this point too

It's also possible he never actually existed as a forum user and that someone simply used his pictures and was a troll from the beginning, but I think it's more likely that initially he was just an autist who showed up then caught on as a lolcow
