what is the point of pressing off the floor? Never tried but seems like it would limit rom

They have their place and I throw them in on occasion. They can help to increase your normal bench numbers. They also put less strain on your shoulders due to the limited range of motion. It's on the same idea of someone who might throw in deficit or rack deads to help better their deadlift.

Only if I have dumbbells but don't have a bench. Then why not?

I mean I can do biceps, triceps and shoulders exercises without a bench, but how else can you do chest?

At least I can do pushups, floor press and floor flys and work my chest out.
