Depends how you use the word.

"God is outside of time" doesn't resolve the issue of God needing to define time coordinates and define a temporal order for a sequence of events. To do this globally for the entire universe is impossible.

How are you defining this ordering on things to define God as the maximal element? Like what is meant by greatest?

I distilled your argument. Humans apparently do have innate morals but we lose track of them and need a reminder or anchor. Apparently some of us need that anchor more than most. I'm curious can you explain why you think murder is bad?

Yes, society in general needs an anchor for their morality if they hope to prosper. That anchor can only be from God, it can't be determined by consensus. Otherwise boundaries get dissolved, lines get pushed, standards get lowered and traditions become extinct.

Society is becoming more secular though and more moral. We needed to go beyond the bible to end slavery for example. You have very little faith in human nature if you think we will end up eating babies without the bible. You seem to forget that traditions becoming extinct can actually be a good thing. Slavery was a tradition remember?
