Depends on the attribute. Athletism - I'm talking about explosiveness - is probably mid 20's. Strength and endurance age better though, maybe late 30's if you actually train. Most people don't though, so they peak in everything in high school. The drop off for strength and endurance is not very steep though. You won't be able to train as hard as you use to, but you can train enough to slow the decline quite a bit. Injuries are the real enemy when you're older. It takes so long to recover...

Physique wise, natties will probably top out around late 30s. 36 was probably it for me, was lifting the heaviest, was my leanest and looked the best. Still keeping up but it hurts and recoveries are much longer. Also harder to remain lean.

According to my obese manager who is a year older than me, at exactly age 33 I will lose all my strength and muscle and look like him. I'm 32 now. Dude is so blatantly jealous it's cringe. My coworkers call him out on it and call him the green eyed monster....
In all seriousness, I'm 32 and still feel great and getting stronger month to month. Seems as long as you keep pushing yourself you can prevent a lot of aging.

Depends what you mean by "decline". If you mean absolute peak athletic performance, just look at most athletes. That's usually late-20s/early-30s. Can maybe stretch to mid-30s if you're an absolute unit who generally has escaped major injury setbacks (i.e. LeBron), but rare/unlikely.
If you mean not looking like you're middle-aged, I don't think you really have to start declining until around 50. If you are put together as a guy, as in lean, stronger than most gym-goers (don't have to misc standards big/strong), intelligent, have a good career, etc., you'll be appealing for a long time. Big thing here is genetics. I.e. hairline receeding can really age you, but there's fixes for that.
If you eat healthy and take care of yourself, the averages no longer apply to you

I am under no delusions that I have a head-turning physique, but the reality is outside of autistic/roided gym bros or the rare D1 athlete, I'm way stronger and leaner than most guys who are either skinny fat twinks or dad bod-types that I still stand out and get complemented for being "jacked" even though my physique isn't really anything to write home about and I'd never get a modeling gig. I run a few times a week and lift only 3 days for about an hour, but that's all I need to do from a physical exertion standpoint. The rest is just not binging on alcohol and eating clean 80-90% of the time.
