I'll take a very simply guess at what happened, as it explains everything.
After getting told no by DARPA, ecohealth alliance didn't just decide "ok, fine, we won't do this research". I think they went and got funding from the Chinese military.
Some fkwit, with inadequate training, fked up and there was a leak.
Everything that followed, was an attempt to cover up the fact that the chinese military funded project diffuse.
