He wasn’t saying it literally doesn’t matter if they created it, he’s saying we’re arguing over the wrong things, at least at the present moment. It’s like building a case. You focus on the crimes you can prove and then apply pressure from various angles to prove more and/or dole out punishments. You don’t spend time screaming about first degree murder when it isn’t a rock solid case while you have open and shut cases and evidence for lots of other things.
