Question for mods.

Is it within the rules to tell a nonexistent user to rope?

The username StrongLifter1488 doesn't exist for example.

Would it be within the rules to make a thread saying "StrongLifter1488 should rope."?

It is even impossible for such an user to exist since the username is 1 character above the max limit (15) :-). Do mods answer hypotheticals?
