black people calves are typically a little higher up the leg and look "long" instead of short and round/bulbous

I remember my high school coach used to be a running coach. at least from observation said that it was runners with "high calves" that tend to make the best runners due other characteristics that come with it like longer tendons that act as a rubber band producing more force. also these people tend to be more limb dominant, less BF%. This tends to fit the profile of alot of black athletes.

Does Larry actually train calves? Do you think if he spent 2 or 3 hours a week focused purely on calves they would not grow?

I've never ran across someone that trains calves intelligently who could not build them. Calves can handle a tremendous work-load and recover fairly quickly. Imagine if Larry went into the gym 2x per week and spent a solid hour or two hours each time focused purely on calf training... They would blow the fukk up.

Most people treat calves and forearms as an after-though. A few sets here and there. Maybe 10-12 sets max per week on them. When they should be hitting closer to 20-30 working sets per week. Go in and train your calves like you train chest and see what happens.
