country with least 'shady' past/present. not including stuff like arctic/Antarctica etc

Probably Israel. Basically just mind their own business 24/7 and still manage to maintain enough restraint to keep from wrecking all the haters around them, which they could easily do. We often take it for granted, but imagine being surrounded by people who want you dead constantly(and who try to mess with you) yet you still manage to stay out of basically every single conflict in the world.
