What the Israeli strike did was make Iran completely vulnerable to targeted killings/assassinations. Their leaders are not safe anywhere. The only way they can get back against Israel is to put that same fear in the leadership. But how? Missile barrage against Israel was tried and thwarted; encouraging Hamas, Hezbollah, and Houthis to attack Israeli targets will just be the same usual harassment tactics that will result in Israeli retaliation; targeting Israelis abroad will just make Iran an international pariah; and the fact is whatever Iran has in mind will be met with Israeli reprisal where they can do pinpoint strikes against Iran's leadership.
