But he did get to take part in it this year and he had a blast. I took him more for the social aspect. It's good for kids to interact so they feel confident around strangers.
My son goes up and greets people in public places all the time and strikes up conversation. Most people are keen to engage while there are others that simply ignore him. The only rule I have if he wants to engage in conversation is that you always respectfully greet people with a "hello or hi" first and don't interrupt someone if they are on the phone or talking to someone. I encourage the social interaction. It helps build character and confidence.

I don't really like kids much and the extreme level of 1st world problem this is (flying in airplane with your kid, and still want to celebrate trick-or-treating) would annoy me.

Birthdays can be celebrated any time that day. There is usually a 3 hour window at most for Halloween for a three year old.

in this scenario MY perspective is that the father tried to mitigate attention, time and resource commitment from the passengers by supplying the candy and writing the note.
You said this wasnt an issue of time, but then you bring up time as part of the equation.
