If you were following the chase since the beginning, you would know the cops had many opportunities to stop the truck earlier by building some type of road block barricade, where there was little to no traffic. They could of at least avoided one tragedy

They did try and stop it but it clearly failed. They were also probably trying to avoid dumping a bunch of rounds into them due to the hostage. Their hand was forced by the traffic jam and the suspects engaging them. Its tragic but there was little the cops could do when the suspects engaged them
