This isn't really an open and shut case. He was fleeing. Even if he was armed he was still fleeing. There are states where if you shoot a burglar or robber in the back even if they are armed it is illegal.

You aren't allowed to use force to hold people resisting down now. So this type of thing will inevitably happen. Next time it will be a cop getting killed because they're too scared to use their gun.

First, lefties have been bitching for years about police and fire not hiring enough women. So, departments dropped their physical requirements a ton to make those hires. No idea if that's in play here, but if they approached hiring cops the way the military approached infantry, this would be a lot easier.
Second, there's anyways going to be people who could overpower a couple average size dudes. No idea how large this guy was, but most 225lb miscers who lift could probably toss two average size brahs off them.

In my opinion if you fight a cop while he's trying to arrest you then run away with his taser you should be taken out of the gene pool immediately
