Yep, I've seen it confirmed by multiple people who have looked into it - even by supporters - that the origin address (Richard) is indeed restaking the HEX sent to it.
How the origin address works is that written into the smart contract if a person withdraws their stake, before the time that they inputted when they first staked, then they get a penalty meaning a percentage of their HEX is take away from them. It's taken away, and then 50% is distributed to people staking and 50% is sent to the 'origin address'. And in turn Richard is restaking the HEX.
Make of that what you will.
